While we are not distributed under the PHP license, PEAR is, and if Sugar is going to get into the PEAR archives we must comply with the PHP license. The license disallows the use of PHP in a project's name, so PHP-Sugar will need to be renamed to Sugar or something similar. The domain does not need to change, I believe.
