Go over all of our syntax so I can make a reliable 0.90 release, with no further syntax changes.

In particular, check over the section, insert, and inherit syntax, to make sure they are good and consistent and logical.

Also check further into Smarty compatible syntax. In particular, possibly just going to '/foo' instead of 'end' to terminate a block, as well as reconsidering the foreach syntax to be more Smarty like. Much as I dislike some of that syntax, a lot of potential Sugar users appear to be Smarty refugees who have a lot of existing templates to convert.
